Many of you may remember this incident that finally made the news. Word spread for a long time that the county prison in Perry County ran with it's own version of "hunting licenses." Complaints finally made it out of the county and the state took action. This is an article that was published in the Democrat Gazette regarding Byrd's control of the jail.
"...A Correction Department investigation report on the Perry County violations notes that "Steven Shackleford #82119 fathered a child while an in-jail inmate at the Perry County facility. You [Byrd] had knowledge of the incident and the Act 309 Coordinator was never notified."
"...Byrd said he disciplined the prisoner rather than returning him to the Correction Department."
"Program rules also were violated when prisoners washed some cars other than those of law enforcement officers, the report indicated. Byrd said he was not initially aware of the practice, but "as soon I learned it happened, I put a stop to it."
These practices might sound familiar to people inside Perry County.

Steven Shackleford was also involved in the disapperance of Scott Purdue a couple of years ago. He disappeared the summer before this current Montgomery/Byrd"regime" took office. Once they took office, the investigation was dropped - Purdue has never been found and Shackleford never questioned. Sounds like Shackleford is a real Byrd crony!
